Dr. Felecia Pullen is Harlem-born and raised and is a leading researcher, advocate, and social entrepreneur dedicated to health equity, racial justice, and addiction recovery. She is the founder, President & CEO of Let’s Talk SAFETY, Inc., and over the last 10 years, she has overseen the operations of The PILLARS and SAFE in Harlem. Both divisions of Let’s Talk SAFETY, Inc. are New York State and federally-funded programs that have provided holistic health and wellness services for nearly 50,000 adults, teens, and youth in the community. Dr. Pullen, alongside her dedicated staff, work to provide comprehensive support to individuals and families in New York City, particularly those affected by systemic racism and structural oppression.
Under Dr. Pullen’s leadership, Let’s Talk SFETY, Inc. has secured over $6.2 million in local, state, and federal funding, enabling her to offer job training, mentorship, healthcare, holistic wellness, prevention programming for under-resourced adults, teens, and youth who face barriers to education, healthcare, employment, and stable housing.

As a qualitative researcher, Dr. Pullen applies Critical Race Theory to examine structural racism’s impact on people of color, especially those in recovery and who use substances. She is known for designing innovative frameworks to drive social and health equity. She has advised policymakers, served on New York City’s Municipal Drug Strategy Council, and holds key leadership roles on the FOR-NY, Baltic Street Wellness Solutions, and Let’s Talk SAFETY Boards of Directors.
Dr. Pullen is a sought-after speaker on addiction, prevention, critical race theory, recovery capital, racialized drug enforcement policies, harm reduction, and financial equity for small nonprofits. Her unwavering commitment to advocacy, research, and community empowerment continues to shape policies and improve lives in Harlem, across New York City , nationwide, and beyond.
